- IRS mailed a notice.

- IRS shows a current balance of $0.
That is the actual structure and purpose of the document you’re looking at.
What Is An IRS Account?
This is the part I should have explained first.
The IRS does not think in terms of tax returns.
The IRS thinks in terms of accounts (modules).

Section 1: Identity Layer
This identifies which account was pulled.

This is the heart of the document.
